School City of Whiting Superintendent is District I Superintendent of the Year

INDIANAPOLIS – September 25, 2023 – Cynthia Scroggins, superintendent of the School City of Whiting, was chosen by members of the Indiana Association of Public School Superintendents as the 2024 Superintendent of the Year for District I. 

Winners are selected by other superintendents in their area who consider the qualifications and accomplishments of colleagues and their instructional leadership during a time of limited resources.

Scroggins has been the School City of Whiting superintendent since 2016. She joined the district in 2001 as a second grade teacher, became the Whiting Middle School principal in 2007, and served as the district’s assistant superintendent from 2013 to 2016.  

When she became superintendent, Scroggins developed a cost savings plan, including renegotiating vendor contracts, decreasing health care and benefits costs, and implementing energy savings. The district also applied for and received $1 million in federal, state, local and private grants, which allowed the district to decrease class sizes and increase science, technology, engineering and mathematics (STEM) offerings. 

During a time of extreme teacher shortages, the district implemented initiatives to recruit and retain high-quality staff and has been able to start each school year fully staffed.

Scroggins is a graduate of Purdue University Calumet and Indiana Wesleyan University.
